Public street 30 10 275 <br /> (residential) <br /> Public street <br /> (commercial and 40 8 400 <br /> industrial) <br /> Sec. 82-282.- Off-site premises; roadways. <br /> (a) Access to improved public or private roadways. No subdivision shall be approved unless the area to <br /> be subdivided shall have adequate access from an existing publicly dedicated and opened roadway or <br /> on a private roadway open to travel or vehicular use pursuant to an easement between persons or <br /> between persons and the city. Such roadway must be suitably improved as required by the city, the <br /> State or the county. If the public roadway, including but not limited to existing bridges, drainage <br /> structures, lighting, shoulders, base, pavement, alignment or sight distance, is not suitable to handle <br /> the proposed additional vehicular traffic from the subdivision,the subdivider at their expense will be <br /> responsible for first improving the public roadway to a standard acceptable to the city, to ensure that <br /> the health, safety and welfare of the citizens presently using the roadway and in the future will be <br /> protected and will not be adversely affected by the increased use of the roadway caused by the <br /> subdivision. This improvement shall be accomplished prior to final subdivision approval unless the <br /> city agrees and the subdivider provides a suitable performance Bond to complete the improvements in <br /> the development contract. <br /> (b) Access to improved public roadways over existing private roadways. Wherever the area to be <br /> subdivided is to utilize an existing private roadway in order to gain access to the public roadway,such <br /> private roadway shall be suitably improved as provided in this section for public roadways. <br /> Sec. 82-283.-On-site roadways. <br /> (a) Grading and improvement plan. Roadways shall be graded and improved to conform to the city's <br /> construction standards and specifications and shall be approved as to design and specifications by the <br /> city engineer, in accordance with the construction plans required to be submitted prior to final <br /> subdivision approval. <br /> (b) Topography and arrangement. <br /> (1) Roadways shall be related appropriately to the topography.Roadways shall be curved wherever <br /> possible to avoid conformity of lot appearance. All roadways shall be arranged so as to obtain as <br /> many as possible of the building sites at or above the grades of the street. Grades of streets shall <br /> conform as closely as possible to the original topography. A combination of steep grades and <br /> curves shall be avoided. <br /> (2) All streets shall be properly integrated with the existing and proposed system of thoroughfares <br /> and dedicated rights-of-way as established in the Community Management Plan. <br /> (3) All thoroughfares shall be properly related to specific traffic generators, such as industries, <br /> business districts, schools, churches, and shopping centers; to population densities; and to the <br /> pattern of existing and proposed land uses. <br /> (4) Roadways shall be laid out to conform as much as possible to the topography,to discourage use <br /> by through traffic, to permit efficient drainage and utility systems, and to require the minimum <br /> number of roadways necessary to provide convenient and safe access to property. <br /> Final Draft page 36 <br />
