You will note, the gradation limits
liave not been met and the contractor has been
unable to furnish material which meets the
:Zinnesota Highway Department Specifications,
3127 for FA-2 Tiaterial. In addition, th linits
proposed under Change Order No. 1 to the contract
which would modify the FA-2 gradation limit
requirements have not been met. Since the completion
date as set forth in the contract documents is
August 31, 1976, the seal coating in this
geographic region should not be done after
September 15, 1976, due to temperature conditions, it
is our opinion that an extension of the completion
date for sealing on this project vould not be
in the best interests of the city.
SeptemYer 3, 1976 letter to Skeets Held, Inc.
from Tvalter R.
