Evaluation criteria. <br /> Before �-antin� annroval of the site nlan review. the citv council or the nlannin�and <br /> zonin�coordinator shall determine that the nronosal: <br /> 1� Is comnatible with surroundin� land uses: <br /> 2� Preserves existin�uniaue and natural features of the site and minimizes imnacts <br /> to wetlands. floodnlains, and shoreland areas: <br /> 3� Creates harmonious relationshin of buildin�s and otien snace with natural site <br /> features and with existing and future buildines having a visual relationshin of the <br /> develonment: <br /> 4� Achieves a safe and efficient vehicular and nedestrian circulation svstem: <br /> 5� Places no excessive demands on services and infrastructure includin local <br /> streets: <br /> 6� onforms to the Citv's nlans for narks, streets. and walkwavs; <br /> 7� Conforms to the Orono Communitv Mana�ement Plan: <br /> 8� Achieves a maximum of safetv and convenience of vehicular and nedestrian <br /> movement: <br /> �9 Incoroorates sufficient landscaning to reasonablv screen undesirable features and <br /> to enhance the ima�e of the develonment: <br /> 10 Protects abuttin�nroperties and does not create detrimental disturbances to <br /> surroundin�nronerties: <br /> 11 Conforms to all reauirements of this chanter unless a variance has been �ranted. <br /> 12 Incoroorates efforts to conserve ener�v whenever nractical. <br /> Sec. 78-146. Conditions. <br /> The citv council or the nlanninQ and zonin�coordinator mav imnose conditions in <br /> �ranting abbroval of a site nlan review to nromote the intent of this division and to nrotect <br /> adiacent nronerties. <br /> Sec. 78-147. Securitv A�reement. <br /> Before issuance of anv nermit. a letter of credit or cash denosit shall be sunnlied bv the <br /> owner euaranteein�comnletion of reauired site imnrovements.
