Box 66 <br />Crystal Bay, MN 55323 <br />Re: Orono School District <br />File No. 139-1802 <br />Dear Jeanne: <br />We I me reviewed the site plan for the Orono Student Center proposed by the Orono <br />Independent School District #278. Tlie center is located along the east side of Old Ciy ’stal Bay <br />Road to the north of the City Facilities. The addition to the e.xisting church building and <br />parking lot will provide additional capacity for the day nursery operation. <br />'Hie bituminous parking lot is proposed to be expanded to provide 40 parking stalls, including <br />2 handicapped .stalls. A paint-striped median is shown to control traffic movements within the <br />lot. The side walk along the building is proposed to be a raised concrete surface that will <br />provide a cu b for the parking lot in those areas. For the portion of the north end of the <br />parking lol mat is not adjacent to the sidewalk, we would recommend curbing be installed. If <br />the grades will noi allcw concrete curb and gutter placement, we would recommend a <br />prefabricated curb "bumper" be placed with openi;igs located for drainage. Grades and typical <br />sections should be shown on the plan for the parking lot acd drainage swales. <br />Tlie cast edge oi Old Ciy'stal Bay Road is scheduled to be Improved this vear with concrete <br />curb and gutter ».nd an 8 foot wide bituminous trail. The trail is proposed to be located within <br />the right-of-way. An option would be to construct the trail on the east side of the coniferous <br />tree line, within the 50 foot setback. This option would provide a desirable buffer between the <br />roadw'ay and trail, and should be considered.
