UNFINISHED BUSINESS <br />a) Regional Channel 6 Update <br />Chuck Slocum from Regional Channel 6 was late arriving, so this <br />later in the meeting.was tabled until <br />V. <br />a) <br />NEW BUSINESS <br />Discussion on Thirty Homes Per Mile Ratio for New Construction <br />Salazar stated that he had received a number of calls regarding cable <br />subscriptions in the Minnetnsta area and was hoping to work with Finch .n trying to get <br />cable into some of these areas that aren't currently receiving it. <br />Thies stated sh® had as well gotten a number of calls regarding the Medina area. <br />Finch explained that this formula of 30 hemes/Qile was so that a capitol return is <br />received, cost effectively suppling cable into new developments is a big problem, <br />however, developers generally will contribute. March 1993 is a target month for meeting <br />with the developers in some areas to try and supply cable lines. <br />Salazar appreciated the comments by Finch, however felt that it needed to be <br />brought up to the Commission to begin the process. <br />b) Report on Hennepin County Auditor <br />Daniels stated that in the last week of December 1992, Hennepin County wanted to <br />come out and look at the original Dowden proposal. They wanted to see the financial <br />projections that Dowden had come up with back in 1903 and figure a tax assessment on <br />these. However, Daniels questioned the fact that these are strictly projections and how <br />can they be used for assessment. Bottom line is they want to implement a tax on <br />cable company for utilizing the city's easement. Which me«i.a a S2 - S3 per month <br />subscriber charge would be put on the Tnax bill starting in Feoruary 1993. <br />Daniels stated that he has contacted the Commission's attorney, Tom Creighton, <br />ha has been trying to figure it out. His analysis is that they arm using Proposition <br />the <br />per <br />and <br />13, <br />which was passed in California, as a basis. Daniels then stated that he would continue <br />to monitor the situation. <br />Finch concurred with Daniels in his concern for this situution. Triax has begun <br />preparing for the tight if Hennepin County proceeds with these plans. At this point, <br />however, the status is really an unknown and would monitor it as well. <br />Daniels asked Finch if he had reem.vet any official notification to place this on <br />the February 1993 bills. Finch stated that no he hasn't.
