Senator James <br />Metreo (DFL-Soutb SL Paul) will proba ­ <br />bly be one of the bill’s authors. <br />Under the bill, stat; statutes would su­ <br />persede any rule or ordinance of a local <br />unit of government relating to regula ­ <br />tion of the location of vending machine <br />sales of tobacco. <br />The bill’s regulations are similar to the <br />partial ban type of ordinances several <br />communities have passed. The bill would <br />allow vending machine sales of tobacco <br />products: <br />* In a factory’, business, office, or other <br />place not open to the general public or <br />minon (18 yean of age); or <br />• In an on-sale or off-sale liquor store or <br />bar if the machine is under the close <br />observation and control of a responsible <br />employee, not in an outer waiting area or <br />other unmooitored area, and if the ma ­ <br />chine is inaccessible after boun. ‘The bill <br />would require that in non-factory or bar <br />locations, the machine must work only <br />by an employee activating an electronic <br />switch or by using a token. <br />The bill will be up for a bearing shortly. <br />It contrasts with a bill by Sen. Marty <br />(DFL—Roseville) which would require <br />local licensure of cigarette vending <br />machines.
