Memo from the Police Chief concerning Vending <br />Machines <br />The current cigarette vending machine ordinance includes a total <br />ban on the sale of cigarettes through vending machines. The <br />Council at its January 25th meeting requested staff to provide <br />information regarding allowing vending machines in establishments <br />which prohibit minors. The attached information includes an <br />ordinance which allows cigarette vending machines only on premises <br />which possess a current On-Sale intoxicating liquor license. This <br />language was suggested by the City Attorney as being a more <br />defendable way to allow vending machines in establishments where <br />those under 18 years of age are prohibited (unless accompanied by <br />at least one parent or guardian). An ordinance allowing cigrirette <br />vending machines in On-Sale liquor establishments would allow two <br />establishments in Orono to have vending machines - Jimmies Bar and <br />the Wayzata Country Club. <br />The attachments also include a February 20, 1990 memo from Dorothy <br />Hallin which lists a number of alternative ways to limit vending <br />machine sales. <br />The Council may at this time choose to retain the current ordinance <br />in which no action is required. The Council may also cnoose <br />to amend the current ordinance.
