MN 55323 <br />Re: Albert and Sallv Hanser <br />File No. 139-1799 <br />Dear Jeanno: <br />We have reviewed the site suney for the proposed pond on Lot 2, Block 1, Man.ser Addition <br />located south of Fox Street in the Southeast Quarter of Section 3. The pond is proposed to <br />satisfv the requirements of the Minnehaha Creek Watershed District. The requirements <br />specifically ask to provide one foot of sediment storage capacity which will be .satisfied. 1 he <br />pond is proposed to be constructed in an existing low a; ja surrounded by woods. This low area <br />is not identified as a wetland on either the DNR Protected Waters and Wetland Map or the <br />National Wetlands Inventory Map. Tlie low area is at an elevation of 933.3 which is 1.0 feet <br />above the OHWL of the adjacent DNR protected Browns Bay Wetland (27-855W). <br />As this area is not a wetland, it would be an ideal location for the compensatory mitigation <br />needed to do the City improvements on Fox Street. 1 he mitigation area must be 21,000 square <br />feet e.xcavated down to the wetland OHW'L ot 932.3. File existing 933.3 contour is 22,700 <br />square feet in area, and is several feet inside of the drainage easement on all sides. <br />We recommend the proposed pond be approved by the City provided that the plan be modified <br />to provide additional excavation out to the drainage easement limits. This additional excavation <br />is approximately 1.0 feet deep over a 14.000 squt4re feet area. The excavated materials must <br />be placed around the house and fenced off with Silt fence for erosion control. If there is excess <br />excavated materials available, the City may want to utilize them to construct the embankments <br />along I'ox Street. Coordinating the timing and logistics of this exchange should be discussed <br />with the property owner. <br />The wetland mitigation area should be restored by spreading salvaged topsoiporgamc materials <br />and seeding with native grasses.
