TO:
FROM:
DATE:
Mayor and City Council
Ron Moorse, City Administrator
February 3, 1993
SUBJECT: Stubbs Bay Sewer Project Fees
6o
• ••
J J
O 1
Attachment:Proposed Letter to Stubbs Bay Area Residents
Concerning Connection to the Completed Sewer
System
It is the normal policy cf the City that when a sewer project is
complete all properties in the project must connect within li
months (two construction seasons). If they do not connect within
16 months they pay a sewer availability charge that is equivalent
to tne quarterly sewer fee. As part of resolving the Stubbs Bay
assessment issue, the Council '•greed that those properties with
conforming septic systems could take up to 5 years to connect to
the sewer system. The Council also determined th^t those with the
5 year connection period, who d^ not connect w..thin the 16 month
period, will pay an "unconnected property charge" that is
equivalent to the portion of the sewer fee related to the
maintenance of the sewer system. This fee is set at $24.30 per
quarter for 1993 versus the $51..5 quarterly sewer fee. The
difference in the two fees is the amount charged by the MWCC.
The attached letter provides a set of guidelines for ' t^nr ,*cting to
the sewer system and indicates the fees to be charged to those
whose time line for connection is beyond the 16 mont' >. The letter
indicates those who have up to 5 years to connect will continue to
pay the annual septic fee until they connect. They will also begin
paying che unconnected property charge at the end of the initial 16
month connection period.
Council Acuion Requested: Motion to authorize the attached letter
to be sent to the Stubbs Bay area property owners.
