/< <br />TO:Jeanne Mabusth, Building & Zoning Administrator <br />From:Stephen Weckman, On-Site Systems Manager <br />Date:February 2, 1993 <br />Subject: ftl795 LuAnn Walters, 3800 Wayzaca Boulevard - Septic <br />Review <br />The applicant proposes to use the existing principal structure <br />as a day care center/school including a kitchen area for up to 60 <br />occupants on a daily basis. From the University of Minnesota and <br />the Pollution Control Agency On-Site Sewage Treatment Manual, the <br />septic system should be sized as a school or church with a <br />cafeteria as it is tne nearest comparison. The applicant would <br />also like to provide catered dinners for students and their <br />families. This use would require additional treatment capacity. <br />With the intended daily occupation of 70 people, including staff <br />and children, the system must be sized to treat 1,650 gallons per <br />day including the catering service or 1,190 gallons per day without <br />catering. <br />The existing septic system consists of three pre-cast concrete <br />septic tanks and” a mound-type drainfield installed in 1982. The <br />system is code conforming, however, based on the projected waste <br />load, tne septic system is too small. The existing system would be <br />sufficient for nc more than 3 0 people on a daily bar is including <br />the catering service or 38 people without catering. An alternate <br />site is not required for an existing dwelling, however, if <br />apolicant expands the operation for up to 70 people, the required <br />system expansion would prohibit an alternate site. The use cf the <br />property will only be permitted as long as the septic system <br />remains conforming. <br />Soil testing and system design must be submitted to the City <br />indicating suitable area for any usage greater than existing system <br />capabilities. A water meter installation will be required to gauge <br />actual usage in addition. <br />Based on the above information, I would recomme.nd approval of <br />the conditional use permit provided that suitable soil testing and <br />sept'.ic design information is submitted and ipproved by staff. <br />Isv
