Full day smdents will be provided two meals breakfast and lunch. It is the
intention ot applicant to offer pre-ordered light suppers for students and families. Applicant
made it clear to Planning Commission members that this would not be a service open to general
public and that the meals would either be charged on a monthly bill or through special food
tickets. Major concern for the limited catering was the impact on the septic systems. Weekman
has been asked to provide additional information concerning the impact of catering at a
maximum 60 student use, in other words, if all 60 students’ families ordered meals at one time.
Review Exhibit K. Weekman advises ba.sed on the daycare with limited catering the
existing system would serve up to 30 persons on a daily basis. If the catering was not
provided, it would serve up to 38 persons. If op>eration is expanded to include up to a total of
70 persons, Weekman advises the existing mound system and the secondary mound system to
be installed to serve the additional people will use up all available area suitable for alternate
septic development. There would be no additional area tor an alternate septic site to serve future
needs. Maximum use of the property will be permitted as long as tb- septic system remains
conforming. Weekman asks that a water meter be installed so that the Uty can gauge th- actual
usage. He notes the septic code does not require an alternate septic test site as a result of the
new use. Both owner and applicant have been fully advised of the septic limitations of the
property. It is the desire of owner and applicant to obtain approval of the conditional use permit
at a maximum user level. The state licensing for daycare will set maximum use of facility at
a range of 55-60 students and septic capacity will dictate water use level.
Staff had originally presented the application with a student-teacher maximum use at 60.
Ms. Walters has advised that she proposes a 70 student-teacher maximum use. This is based
on the area to student ratio of the state licensing standards requiring 35 s.f. tor each student in
a daycare operation. She advises that student level could be approved at a maximum use level
