I. IMPROVEMENT AND COST <br />The Stats and City shall jointly construct s public access <br />to Lake Sarah on the City property as legally described <br />above. <br />The Stats shall: <br />A. Supply the gravel for the parking area, entrance road, <br />and other travel surfaces. <br />B. Supply and deliver the concrete planks, connecting <br />hardware, and ed.dltlonal construction aatarlals (gravel, <br />filter fabric, ae needed for Installation of the reap. <br />C. Supply technical assistance and half the labor necessary <br />In construction of the entrance road, parking area, and <br />rasp. <br />The City shall: <br />A. Supply the equlpnent and half the labor necessary to <br />construct the access. Construction shall Include, but Is <br />not Halted to the entrance road, parking area, and plank <br />ramp Installation. <br />B. Clear the area for the entrance road, parking area, and <br />raap, of brush and trees as flagged by the State. <br />II. ACCESS SITE OPERATION <br />The City agrees to operate the access in the following <br />aanner: <br />A. The City shall eoaply with all local. State and federal <br />laws, regulations, rules, and ordinances which apply for <br />manageaent, operation and aaintenance of a public access, <br />i. The City shall be solely responsible for the aanageaent, <br />operation and aaintenance of the access and keep the saae In <br />good and sanitary order as described herein in coapllanee <br />with the terns of the sgreeMnt. <br />e <br />C. The access shall be free and reaain Cpeh to the public <br />every day cf the year. J4 hours a day. <br />0. The access shall have no launch restrictions placed upon <br />it. except a£i adopted through surface use sonlng regulations <br />applying to all users, and It Is further understood that the <br />City will not undorteXe any activity which will restrict the
