I, PDRPOSB <br />The purpose c£ this amendment is to update *_he Ccmpreliensive <br />Sewer Policy Plan (C.S.P.P ) element of the City or Orono’s <br />Community Management Plan adopted in 1980. The 1980 Community <br />Management Plan was intended to set forth the City's permanent <br />planning goals, policies and facilities plans in the context of <br />the legislative mandate plan for regional needs through the <br />planning period 1980-1990. While Orono’s basic sewage management <br />concepts and principles have not changed, many of the projects <br />and programs anticipated for completion in the 1980s have been <br />accomplished. The main purpose of this amendment is to update <br />the C.S.P.P. to reflect these changes and to provide a plan <br />framework for future projects and programs for the period 1990- <br />2000. <br />II. SCOPE <br />This amendment is intended to update the Comprehensive Sewer <br />Policy Plan element of the City of Orrno’s 1980 Community <br />Management Plan, in response to the mandate of the Metropolitan <br />Council's 1988 Waste Water Management Systems Information <br />Statement. A review of past development trends in the City along <br />with expectations for future growth based on current planning <br />policies, lead to revisions in projections for population, <br />households, and employment. These revisions were further <br />evaluated as to their impact on waste water flow projections for <br />the years 2000 and 2010. <br />Private, municipal, and metropolitan system inventories were <br />evaluated and updated to reflect current conditions, including an <br />update of the MUSA line. City waste water treatment policies and <br />goals were evaluated for consistency with Metropolitan Council <br />policies and goals. <br />III. SUMMARY OF AMENDMENT <br />1. Population and household forecasts are updated to reflect <br />the 1990 census data and incorporate City and Metropolitan <br />Council projections for the years 2000 and 2010. <br />2. Orono's Metropolitan Urban Service Area (MUSA) and <br />service area (MSSR) are revised to incorporate areas of the <br />City which have been served with or approved by the City for
