Item No.: 25 Date: February 12, 2024 <br />Presenter: DJ Goman <br />Presenter: Public Works Superintendent <br />Section:Public Works Report <br /> <br /> <br />Title: Lead Water Service Line Inventory Tracking Assistance Proposal. <br /> <br />1.Purpose: <br />The purpose of this council action to to gain council approval of Lead Water Service Line <br />Inventory Assistance from Bolton and & Menk as outlined in their proposal at Exhibit A. <br />2.Background: <br />The city is required is required by the Environmental Protection Agency’s (EPA) and Minnesota <br />Department of Health (MDH) to conduct this inventory of our drinking water supply system <br />service lines for properties built prior to 1985. Lead water service were banned after June 1985. <br />This inventory is due by October of 2024. The city has been working for the last year and half to <br />compile internal records photos, plan information in preparation for this inventory. The city's water <br />system started to be installed in the late 1960's. The systems plans indicate that only copper water <br />lines were installed. However per the requirement we must still complete and report the inventory <br />in the required format. <br />The system is safe to use and consume and is tested regularly by city staff and Minnesota <br />Department of Health (MDH). <br /> <br /> <br />3.Scope: <br />The inventory is a combined effort with city staff and Bolton & Menk to document existing <br />records property files and water meter information. The attached proposal outlined a more detailed <br />process and timelines. <br />4.Cost: <br />Bolton & Menk proposes to complete the Task 1 and Task 2 scope of work on an hourly basis. A <br />breakdown of the hourly based fee is as follows: <br />Task 1 – Inventory Database Setup $6,090.00 <br />Task 2 – Initial Records Review $16,940.00 <br /> Total Fee $23,030.00 <br />5.Funding: <br />Project funding by the cities Water Fund and State Grants. The Water Capital Improvement Plan <br />budgeted $20,000 for this inventory. <br />6.Staff Recommendation: <br />I recommend approval of proposal from Bolton & Menk for $ 23,030.00 for Lead Water Service <br />Line Inventory assistance. <br />AGENDA ITEM <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />COUNCIL ACTION REQUESTED <br />257
