I -j <br />January 7,1993 rJAN '8 '1993 <br />Mr. Mark Andrew, Chair <br />Hennepin County Board of Commissioners <br />A2400 Government Center <br />300 South 6th Street <br />Minneapolis, MN 55487 <br />RE: Comments Regarding the Prop <br />Hennepin CounQr Ground Water nan <br />Dear Mr. Andrew: <br />Please OimI encfosed a copy of a resolution adopted by the Minnetonka Qty Coundl <mi January <br />4,1993 whidi imwides comments on a proposed ground water plan being prepared for Hennepin <br />Coiin^ by the Hennepin Conservation District <br />As you will discern from the resolution, the City of Minnetonka is strongly opposed to tl <br />of protecting our ground water resources. It is our opinion that this resource, vdiich clearly <br />transcends County boundaries, would be more properly regulated by the State of Minnesota. It <br />Is our understanding that the Minnesott De|»rtment of Health (MDH) is in the process of <br />developing rules which will adequately protect our ground water re&ources without the needless <br />creation df another layer of government <br />The draft Hennepin County plan, which proposes the creation of a joint powers organisation <br />of munidpalitiea, water management organisations (WMO>, and the Hennepin <br />Conservation District represents a fragmented approach that we believe will be inefficient and <br />ineffective in protecting pound water resources. We are also of the opinion that the standards <br />which would be imposed by the draft plan are needlessly eicessive in li^t of the standards beiog <br />iidered by the MDH. <br />Our review of the draft plan further indicates that there is a great deal of usefril infor ma tion that <br />has been prepared by the HCD as part of the draft plan. It would make sense to put this together <br />as a to municipalities for their use in understandinf the grouiui water protection ones. <br />However, that WMO^s amend their pUos to require municipalities to adopt and <br />enforce ordinances based on the standards proposed by the draft plan will prove lo be costly as <br />well as ineffective. <br />the city offices are located at 14600 minnetonka boulevard minnetonka, minnssota 55346*1697 <br />Office: i612)*939 i300 fai: (I12)-939I244
