MINUTES OF THE REGULAR ORONO CITY COUNCIL MEETING HELD DECEMBER 13, 1993 MAYOR/COUNCIL REPORT A. LMCD BUDGET REQUEST Mayor Callahan stated that the LMCD Budget report stated that the City has not paid their voluntary contribution to the LMCD milfoil fund or the LMCD assessment. He stated now that they know the milfoil contribution is voluntary, he suggested that it not be paid for the 1994 year, and the back payments until 1992 should be refunded to the City. He believed that they should deduct the amount of the dues which may be owed for 1993 and 1994, and refund the remaining amount. Mayor Callahan moved, Jabbour seconc'ed. to not continue the remainder of 1993 or all of 1994 to participate in the milfoil project and request that the LMCD return the 1992 payment and the 1993 portion, deducting the amount the City may owe for dues. Discussion ensued regarding the LMCD request tor contributions to harvest milfoil. Jabbour stated he would like to see all the payments made to LMCD for milfoil harvesting be returned back to 1990. Goetten moved to amend the motion to request return of the payments since 1990; Mayor Callahan accepted the amendment. Hurr commented that she would like to see some figures before making the decision to retain the dues. Discussion ensued regarding application ot the contribution funds against the amount of dues owed to the LMCD. Moorse stated he would obtain the figures tor the Council. Mayor Callahan moved, Gr>etten seconded, to request the LMCD to return all payments since 19^ deducting any amount owed for 1993 and the first quarter of 1994 dues. Ayes 4. nays 0. B.LEGAL .SERVICES BILLING Mayor Callahan recommended that payment be made equalling one-half the amount of the invoice. Mayor Callahan moved. Goetten seconded, that City Administrator Ron Moorse be directed to pay one-half the amount of the invoice. Ayes 4. nays 0. Jabbour asked that the Council be kept involved in monitoring the LMCD as they have been in the past. He also felt that the Council should be aware that the LMCD and the Hennepin County .SherifTs Department were not on the best of terms, which could impact their effectiveness within the community. He requeued that Mayor Callahan write a letter summari/ing the City's concern about how to manage the lake, and requested that prioritv be given to enforcement for BWI. water patrol, etc. and not spend a lot ot time attending unnecessary meetings. He also felt that they should let the Sheriff know that they are doing a gcHid job and noted that they would be on television on Rescue 911 on December I4th
