Connection to the system was made mandatory by December 31, <br />1969. A 1970 letter to Olson confirmed that the sewer was provided <br />to the property and that he was already past the deadline for connect <br />ion . <br />Throunh 1973, Olson owned all of Lots 21 throuqh 33, owning all the <br />property between his house and the sewer stub, which enters the property <br />at Lot 21. In 19 74, f.ots 21 through 29 and Lot 33 vere sold to a Can- <br />,\n Holdir.ns, c/o a John Miller. In 1978, Mrs. Olson no longer was <br />listed as the owner of Lots 31 and 32, and retained only Lot 30 contai.n- <br />ina the residence. she was list*'d as owner of Lots 30, 31, and 32 <br />ihirinq 1979 thromih 1981. As a rer.ult of property transfers, litiaation, <br />ar.J other tr.insact ions of which I am not fully aware, our current <br />r''c.ar<Js show that '’idw.'st P*'deral owns Lot 30, Tonka Lake Properties <br />owns Lots 31 and 32, and a William Franklin owns Lots 21 throuah 29 <br />and .o t 3 3. <br />Th-* City has actively pursu«'d forcing the property owner to comp*.eto <br />th»* sewer r>>nn<^ct ion since 1979, as a result of a City file search, <br />which showed that nearly 5% of the houses where sower was available had <br />never connected, N»>tices r»'<iuirinn connection were sent to Mrs. Olson <br />on May 7, 1979, August 20, 1979, May 2, 1980, and August 12, 1980 <br />durinrj which period an appixcation for subdivision of the entire property <br />»i.o» I 21 through 331 had been in progross.
