He had some comments in response to Mr. Olson's report. Regarding the steep slopes mentioned by Mr. Olson, he stated that the developer was aware of this. They designed the plat around these slopes which they felt could be part of the 2-acre lot requirement. In doing so, they felt this would create the least amount of destruction to the natural topography and vegetation. Each lot contains enough area that is flat and capable of holding a house and an on-site septic system. Concerning the soils and absorption systems, he had contacted Braun and requested they take some perc tests. Mr. Jack Braun was present and revealed the results of their findings. Tests which they took in September and November indicated that the soils on the preliminary plat would support on-site septic systems. They recommended that the subdivision of property proceed. When asked if Braun would be willing to design and guarantee systems on this plat, Mr. Braun replied that it is not their policy to viuarantee systems? however, he did add that they could certify that the system would last so many years. It is his opinion that the Soil and Water Conservation District overemphasized the problem of the slopes. Some feelings expressed by the Planning Commission were that this could be a workable plat. However, more information is needed to assure that adequate septic systems could be designed and.installed on each of the proposed lots. Some of the lots require a variance to the wetlands ordinance. Applicant must show that this would be in the interest of the public. After much discussion, Hassel moved, Hannah seconded that the preliminary plat be tabled until such time as applicant can submit additional engineering data and information, on a lot-for-lot basis, that a septic system could be installed. The Zoning Administra tor pointed out that the flowage and conserva tion easement over areas designated as wetlands is not included on the final plat itself. The engineer has prepared a written document describ ing said easement to be acceptable and approved by the City Engineer and Attorney.
