He had some comments in <br />response to Mr. Olson's report. Regarding the <br />steep slopes mentioned by Mr. Olson, he stated <br />that the developer was aware of this. They <br />designed the plat around these slopes which <br />they felt could be part of the 2-acre lot <br />requirement. In doing so, they felt this <br />would create the least amount of destruction <br />to the natural topography and vegetation. Each <br />lot contains enough area that is flat and capable <br />of holding a house and an on-site septic system. <br />Concerning the soils and absorption systems, he <br />had contacted Braun and requested they take some <br />perc tests. Mr. Jack Braun was present and <br />revealed the results of their findings. Tests <br />which they took in September and November <br />indicated that the soils on the preliminary plat <br />would support on-site septic systems. They <br />recommended that the subdivision of property <br />proceed. <br />When asked if Braun would be willing to design <br />and guarantee systems on this plat, Mr. Braun <br />replied that it is not their policy to viuarantee <br />systems? however, he did add that they could <br />certify that the system would last so many <br />years. It is his opinion that the Soil and <br />Water Conservation District overemphasized the <br />problem of the slopes. <br />Some feelings expressed by the Planning Commission <br />were that this could be a workable plat. However, <br />more information is needed to assure that adequate <br />septic systems could be designed and.installed on <br />each of the proposed lots. Some of the lots require <br />a variance to the wetlands ordinance. Applicant <br />must show that this would be in the interest of the <br />public. <br />After much discussion, Hassel moved, Hannah seconded <br />that the preliminary plat be tabled until such time <br />as applicant can submit additional engineering data <br />and information, on a lot-for-lot basis, that a <br />septic system could be installed. Motion - Ayes (7) <br />Nays (0). <br />Bruce Kelley was present. Planning Commission <br />reviewed the final plat. The Zoning Administra <br />tor pointed out that the flowage and conserva <br />tion easement over areas designated as wetlands <br />is not included on the final plat itself.
