The Planning Conunission reviewed <br />his preposal 'vAiich consists of the construction of e detached <br />garage. A survey was not submitted, and the exact extent of the <br />variance could not be determined. The Planning Commission <br />appeared to indicate approval of the concept if all dimensions <br />could be verified. The Planning Commission directed staff to <br />inform, applicant that at least a partial survey would be <br />necessary before the Planning Commission could maite a definite <br />determination of the extent of the variance. <br />Hassel moved, Hurr seconded, to table the application as <br />Mr. Dorn was not present. <br />Motion - Ayes (6), Nays (o). <br />Mr. Bie was present. Tiie Planning Commission reviewed his <br />proposal for an electrical shop and gift/hobby shop area on <br />the gi*oiLn<I floor with rental office space on the second floor. <br />The Zoning Adiainistrator advised the Planning Commission th.at <br />the final plans are soine\diat different than the preliminary <br />sketch presented to the Planning Conimlssion previously in that <br />variances would be necessary frem both rear setback and <br />parking requirements. The final plans also indicated no <br />change in the originally preposed access to County Road ±5. <br />The Planning Commission discussed the proposed curb cut on <br />County Road 15. Several members oC the Planning Conunission <br />felt that access should be to Navarre Lane. A letter submitted <br />by Hennepin County also inilicated no direct access to County <br />Road 15. <br />After some discussion, Hassel moved, McDonald seconded, to <br />recommend approval of a variance to the parking requirements <br />and rear yard setback, and approval of site and ouilding <br />elevation plans subject to the following: <br />1. Protection of landscape areas with curbing or other <br />approved method <br />2. Access come off Nava.rre Lane only <br />Motion - Ayes (3), Nays (2) - Hamraerel, Hurr, Abstain (l) - Frahm. <br />The Planning Commission also reviewed hasaixls resulting from full <br />length opened curb cut from Burl Tree establishment onto <br />Co’.mty Road 15. Recommended Council consider initiating some <br />action for solution to existing hazardous situation at this <br />location. The Planning Commission took action on the following <br />work session items: <br />Steve Plowman and his attorney were present. This subdivision <br />plat was approved by Council June 28, I976, subject to payment <br />of the park dedication fee and engineer's approval of the <br />drainage plans. Tne applicant never fulfilled these require <br />ments.
