The City and State DNR have no record of any previous dredging at <br />this location. ^ * <br />7. <br />8. <br />10. <br />11. <br />12. <br />13. <br />14. <br />15. <br />16. <br />The City feels that riparian access is not endangered because the <br />property owner can extend docks to navigable water witliin the <br />authorized dock use area, and has in fact iTK>re than 30 boats <br />currently docked at the existing facilities. <br />The City fin^ no evidence of any previous attempt to control <br />iTinoff and siltation which may have contributed to the applicant’s <br />current desire to dredge. <br />9. The City questions the need to dredge the entire shoreline if a <br />lesser amount can be dredged to provide access to a launching <br />area. <br />The City questions the applicant's desire to indiscriminantly <br />dredge the dock use area when boat storage can be more environ­ <br />mentally provided by some onland storage system. <br />The City questions the permanent need to dredge when the applica <br />tion comes in a low water year. <br />The City questions the very operation of a commercial marina on <br />this site. The area was zoned for this use because of a long <br />existing fishing boat rental operation on the site. The support­ <br />ing structures were destroyed by fire in January 1977, and the <br />only current land use is the non-conforming slip rental of water <br />space not supported by any public facilities or services. <br />The City feels tliat this site is unsuited to any expanded, <br />commercial use because of the limited traffic access to the area, <br />the surrounding residential land use, the extremely low' level of <br />the land, the lack of any sanitary sewer or projected construction <br />of same, the questionable on-site sewage treatment capability, <br />and the naturally shallow, eutrophic and remote nature of Stubbs <br />Bay. <br />The City has not yet received any information regarding fish and <br />wildlife habitat affects anticipated by this proposal. <br />The City is adamantly opposed to any improper dredging method <br />and to any on-site spoils disposal within the Lake Minnetori'a <br />watershed. <br />The City feels that any dredging ?*’’ lowed must be contingent upon <br />proper riprapping and runoff fiit.nition system installation to <br />forestall additional dredging v?.* j future. <br />Mr. Rutfoi Page 3 <br />Sincerely <br />A.
