L ..~:iI'L <br />SUBJECT: Stubbs Bay M.arina - 3445 Bayside Road <br />Dredging Application <br />For your infonration, the City has received the attached copy of a dredging permit <br />application made to the State ENR on July 18, 1977. An application has not yet <br />been made to the City. Note that the proposed spoils disposal location is on <br />property adjacent to the lake. <br />STAFF - August 10, 1977 <br />Note the enclosed letter to NIr. ^k:Cleary indicating concerns with the spoils disposal <br />and siltation control. The indicated disposal now is in an area to the rear of the <br />proposed building site with possible use as future fill around the building. Mr. <br />McCleary has indicated that he will be investigating off site disposal, but he is <br />presently planning to use a land based backhoe (dragline?) for the work which would <br />facilitate on-site disposal. The shore is now unapproachable and tlie launching ramp <br />is completely unuseable. Tliere is no riprapping in place now am'where along the <br />area proposed to be dredged. Riprapping or otlicr siltation control measures should <br />be considered for prevention or reduction of future problems. Apparently due to the <br />low water the dock structure is still arranged as in previous years rather tlian <br />according to the revdsed 1977 design. <br />P1A'\NING COVMISSION MITiTING - September 6, 1977 <br />Ron Ilamack of the DNR was present. He noted tliat uork was begun witliout a permit <br />and was stopjied by the DNR who have tagged for same. He stated that tliey liave asked <br />for further information and will pass same along to the City. The applicant was not <br />present and no additional information had been given to Staff. Planning Commission <br />tabled for further information on establishing need, on establishing extent and on <br />clarifying erosion control and spoils deposit location. <br />STAFF - September 14, 1977 <br />Discussed application with Mike Nfueller of tlie DNR. They will \s*ait for MGVD to act <br />and the MCWD will wait for Orono, so we have the first step. DNR's conservation <br />officer tagged this job when he discovered dredging in progress earlier this year. <br />Mueller stated that he had mixed feelings about the application, 'fhere has never <br />been a previous permit and there may be ways to arrange the docks without dredging <br />or with dredging of only a partial area instead of the entire shoreline. Mueller's <br />inspection was made before the 8 inch rain when the shore and ramp were most <br />exposed. He feels they have enough information on hand, but he hasn't yet heard <br />from his fisheries experts.
