Zoning Administrator stated that this application is <br />a combined proposal for subdivision approval and street <br />vacation. The subdivision was tentatively approved pre­ <br />viously. There has been some question on the street vacation <br />and the Commission requested Council to give some direction <br />addressing itself to the conditions of vacation of portions of <br />the street as well as dedication across Hr. fforan's property. <br />Review again by Mr. Olson and the city engineer showed some <br />of the encroachments that are within the existing platted <br />street and would remain within the platted street right of way <br />provided that the vacation would not include any more than 30 <br />ft. frcHn the existing centerline of the pavement. This would <br />leave all the City utility services on City property. Also <br />includes existing ditch on Perry property. As far as the <br />dedication is concerned, the Council felt that whatever Mr. <br />Moran would agree to dedicate to the City would be agreeable. <br />Hassel moved, Guthrie seconded, to recommend approval of the <br />following vacations: <br />Moran Vacation: Vacation of all of "Central Avenue" (C^co <br />l^int Road) beyond 30 ft. from tlie centerline of the exist­ <br />ing travelled road. <br />Perry Vacation: Vacation of all of "Central Avenue" (Casco <br />Point ^ad) beyond 30 ft. from the centerline of the existing <br />travelled road. <br />Hartzell Vacation: Vacation of all of "Central Avenue" (Casco <br />Point Road) beyond 30 ft. from the centerline of the existing <br />travelled road. <br />The vacations beyond a 30 ft. offset will serve the public <br />interest by retaining all utility and drainage facilities <br />while legalizing the private use of the remaining land. <br />Motion - Ayes (5), Nays (0). <br />Hassel moved,Hosfield seconded, to recomnend preliminary <br />approval of the subdivision including all necessary variances <br />for existing building setbacks, lot area and lot wid^, <br />subject to a dedication of land for a public street in the <br />amount of 13 ft. from the centerline of the existing travelled <br />road. Reconmend waiving the park dedication fee due to both homes <br />existing for many years. Motion - Ayes (5), Nays (0). <br />Mr. Olson advised that this proposal had been tabled from <br />the previous meeting as there was concern with the access <br />to the proposed lot and the location of existiiig house. <br />We received a new map this afternoon containing the requested <br />location of house and bam. Mr. Olson also explained that <br />Parcel B is a residential parcel by itself and it would have <br />to be considered as a residential parcel by itself. It could <br />not be combined with the adjoining property because of the <br />existing house on it. Because it is a separate parcel we <br />would have to provide some legal access to it.
