Zoning Administrator A1 Olson. <br />ChairwcMiian McDcmld announced that this was the time and <br />place for a public hearing on the petition of Crosstown <br />Properties, Inc. for a subdivision (PRD) of property <br />located at 3201 Navarre Lane. The Asst. Zoning Administra­ <br />tor presented the Notice of Public Hearing and the Affidavit <br />of Publication. <br />Mr. Olson stated that the application before them consists <br />of a proposed PRD (Planned Itesidential Development) sub­ <br />division of 21 acres of property located in Orono and <br />Minnetonka Beach. The Orono portion includes five lots <br />each large enough to provide adequate setbacks within the <br />property lines. The property has been assessed for sewer <br />and water. This is a 1 acre zone and each lot would have <br />a density of .96 acres of dry, buildable land. Minnetonka <br />Beach recently passed a referendum allowing this type of <br />proposal to fit into their ordinance. The actual proposal <br />will be before them at their meeting on October 12, 1977. <br />Three residents from Minnetonka Beach were present: Gladys <br />Th(Mipson and Mike 5 Barbara Bedel. They expressed their <br />concerns of the proposed multiple dock and the limited <br />amount of shoreline available. They were informed tliat <br />Orono has no lakeshore in this proposal, and therefore <br />has no jurisdiction over this and could not stipulate land <br />use in another municipality. They were advised to discuss <br />their concerns with the Lake Minnetonka Conservation District <br />and Minnetonka Beach. <br />Sandy Ritter, representing Crosstown Properties, was also <br />present. In reviewing the proposal, the Planning Comission <br />noted that the proposal meets Orono*s PRD requirements. A <br />ccmservation easement over Outlets B and C and the drainage- <br />ways would be required that will guarantee to the City of <br />Orono that no construction will ever occur on these outlets. <br />Approval of this subdivision application would require the <br />issuance of a conditional use permit for this PRD which <br />allows these houses to be clustered. <br />After all tlie public were heard, the public hearing was <br />closed at 8:00 p.m. <br />The Planning Coimussion continued to discuss the general <br />layout as m^ified by the latest plan. The road will be <br />private with an access easement to the City. A1 Olson <br />informed the Commission that Doug Matson from Hennepin <br />County had called.
