LAKE MINNETONKA CONSERVATION DISTRICT 11/12/93 to: from: SUBJECT: Board of Directors Subcommittee Chair Scott Carlson Executive Director Gene Strommen Summation of 1993 Fee Study Subcommittee Discussion and Items Under Consideration for Board Evaluation Five meetings of the Fee Study Subcommittee were held: January 21, March 9, April 13, June 8 and August 3, 1993. Discussion and recommendations by the subcommittee took place as noted per each meeting: January 21. 1993 Meeting, Presentation of Initial Concerns;, 1. The Purpose and Identification of Multiple Dock Related Activities outline (per attachment) of 11/23/92 was accepted with a minor modification in the Statement of Purpose, changing the last sentence of the purpose statement to read: "Multiple dock related activities are recognized as a necessary funcl.;^ CONTRIBUTING FACTOR of the District's RESPONSIBILI'TY in. ordetj to manage and control lake density and lake use issues, [omit under 1ined words, add words in CAPS] 2. Multiple Dock Related Activities (MDRA) Items 1 through 4 were accepted as appropriate cost categories. Items 5 through 8 were subject to further review. 3. Cost data was agreed to be gathered for a full year. Staff presented time data sheets fo*^ the executive director and administrative technician which were accepted. 4. Enforcement costs were proposed to be charged to the multiple dock licensees through use of a bond or deposit. 5. Regulating docks on a basis other than WSU, was proposed, in particular using an "envelope* dock use area (DUA) system. (S. A proposal for cities to conduct multiple dock inspections would require trained staff in each or cities with detailed knowledge of uniform water structure Code provisions. Consensus - LMCD has the professions staff with this competency -*nd should continue in this service.
