LAKE MINNETONKA CONSERVATION DISTRICT <br />11/12/93 <br />to: <br />from: <br />SUBJECT: <br />Board of Directors <br />Subcommittee Chair Scott Carlson <br />Executive Director Gene Strommen <br />Summation of 1993 Fee Study Subcommittee <br />Discussion and Items Under Consideration for <br />Board Evaluation <br />Five meetings of the Fee Study Subcommittee were held: <br />January 21, March 9, April 13, June 8 and August 3, 1993. <br />Discussion and recommendations by the subcommittee took place <br />as noted per each meeting: <br />January 21. 1993 Meeting, Presentation of Initial Concerns;, <br />1. The Purpose and Identification of Multiple Dock Related <br />Activities outline (per attachment) of 11/23/92 was <br />accepted with a minor modification in the Statement of <br />Purpose, changing the last sentence of the purpose <br />statement to read: "Multiple dock related activities are <br />recognized as a necessary funcl.;^ CONTRIBUTING FACTOR of <br />the District's RESPONSIBILI'TY in. ordetj to manage and <br />control lake density and lake use issues, [omit <br />under 1ined words, add words in CAPS] <br />2. Multiple Dock Related Activities (MDRA) Items 1 through 4 <br />were accepted as appropriate cost categories. Items 5 <br />through 8 were subject to further review. <br />3. Cost data was agreed to be gathered for a full year. <br />Staff presented time data sheets fo*^ the executive <br />director and administrative technician which were <br />accepted. <br />4. Enforcement costs were proposed to be charged to the <br />multiple dock licensees through use of a bond or deposit. <br />5. Regulating docks on a basis other than WSU, was proposed, <br />in particular using an "envelope* dock use area (DUA) <br />system. <br />(S. A proposal for cities to conduct multiple dock <br />inspections would require trained staff in each or <br />cities with detailed knowledge of uniform water structure <br />Code provisions. Consensus - LMCD has the professions <br />staff with this competency -*nd should continue in this <br />service.
