MINUTES OF THE REGULAR ORONO CITY COUNCIL MEETING <br />HELD NOVEMBER 22, 1993 <br />{HI) INFORMATION ON MEDIATION .MEETING (ORAL REPORT) <br />City Administrator Moorse reported that the Highway l2 Mediation Meeting identified the <br />characteristics of a good solution including; <br />1. <br />2. <br />3. <br />4. <br />5. <br />6. <br />7. <br />Survivai of the two communities in their current status. <br />Responding to the sat • concerns of the current highway. <br />Whatever is built shoulo • e an economically sound investment. <br />Compatibility with regie..al transportation system. <br />Environmentally sensitive. <br />Solution should expedite a decision on the location. <br />Survival of Maple Plain. <br />Traffic capacity needs were discussed and whether other roadways could be considered to help <br />with the traffic flow. I'unher snidy needs to be done in this area. <br />Some action steps discussed were: <br />1. To re-examine the traffic projections. <br />2 'Po consider the extent to which other roads can be used. <br />3. To consider segregating types of traffic on specific roadways. <br />Some suggestions were made lor focusing on the issues. If tlic twi cities and MnDoi agree on <br />the type and location of a road that would be acceptable, then study could continue for capacity, <br />safety, and environmental nt^Js. Another suggestion is to look at the characteristics of a good <br />solution and try to agree on a solution before proceeding with tbu analysis of the tratlic needs <br />Mayoc Callahan agreed with the points discussed. He was the only other Orono representative <br />prekmt at the meeting. He did not think having 5 representatives was necessary or useful but <br />only 1 representative may not be enough. <br />Jabbv)ur wants to be sure that only one representative at the meeting would not be interpreted <br />as non-interest. He suggested a mumal agreement with Umg Lake as to the number of <br />representatives that would be appropriate at each meeting. Other Councilmembcrs agreed w.th <br />this suggestion. Goetten and Kelley had both talked with Long I^e representatives who also <br />agree with this approach. <br />Mayor Callalian stated there was also a recent Highway 12 Policy Comminee meeting. TIk <br />economists that have been considered to do the Economic Impact Study had second thoughts <br />ut the study being useful to Orono.
