/ <br />Wetland Credit Issue <br />November 4, 1993 <br />Page 4 <br />acres of dry buildabie credit <br />(assuming a 1:1 replacement). <br />(Note that under the 2:1 rules, he <br />would have to create 10 acres of <br />Type 1 for relocating 5 acres, <br />and would end up with only IS <br />acres of dry buildabie.) <br />This option gives the developer <br />some flexibility in rearranging a <br />site for the most efficient <br />development, while still <br />protecting the public interest in <br />wetland preservation and not <br />placing an individual lot owner in <br />jeopardy. <br />Note that if wetlands are <br />relocated, the City would be well <br />served by obtaining easements <br />over the newly created wetlands. <br />(The former wetland locations <br />could then be used as dry <br />buildabie with no easement <br />required.) <br />This is staffs recommended <br />option. <br />STAFF RECOMMENDATION <br />Council is requested to consider the facts and issues raised in this memo. In light of two <br />pending developments (Dickey/Coffin and Lundgren Brothers) which are in the sketch plan stage <br />and which have significant amounts of newly-detined wetlands, an early conclusion as to the <br />wetland credit/mitigation issue will assist staff in advising these and other developers. If you <br />conclude by chtnising an option that requires code revisions, please direct staff accordingly.
