Zoning Administrator <br />DATE:November 1. 1993 <br />i OBJECT: Flae Lots - Planninc Commission Recommendation <br />Summanm <br />inirsuam to Council ’s direction. Planning Commission has reviewed the issues related to the <br />creation and use of Hag lots, and has recommended standards for the use of such lots including <br />when thev should be used, dimensional and setback standards, and requirements for access, <br />screening and accessorv structures. These standards are recommended to apply only to newly <br />created "front/back" lot situations and not to existing lots or residences. <br />List of Exhibits <br />A - Sketch <br />B - Planning Commission Minutes <br />C - Staff Memos <br />Background <br />On July 26. 1993 the City Council adopted Ordinance No. 119, Second Series, an interim <br />ordinance prohibiting the granting of preliminary subdivision approval for subdivision <br />applications creating Pag lots. Section II of that ordinance referred the matter to Planning <br />Commission for study, specifically regarding the implications of allowing lakeshore development <br />creating fiag lot: and the potential need for amendments to the City code to implement the <br />results of the study. <br />After due public notice, the Planning Commission held a public hearing on Wednesday August <br />18. 1993 regarding potential revisioas to the zoning code which might include revising the <br />liKations at which required lot width is measured, and/or eliminating the creation of flag lots. <br />I'he minutes of that hearing arc attached <br />riie issue was again briefly discussed at a Planning Commission work session on September <br />14lh. and the final recommendation was approved on a vote of 5 to 0 at a Planning Commission <br />meeting held October 21. 1993. <br />Ti^ •'.oratoriuin expired on October 2bth. hence Council action to revise the code should <br />proceed in a timely fashu/n if that is Council ’s intent
