AH "front/back" lot subdivisions hencefordi should make use of an access <br />outlot w’hich is excluded from the creditable lot area. <br />Further. Planning Commission discussed dimensional standards for lots created by such <br />subdivisions, as well as requirements for access, screening, and accessory structures. <br />Planning Commission did not discuss whether or how these dimensional standards and <br />general requirements should be applied to existing developed or undeveloped lots of record. <br />Requiring 1505^ of the normal setbacks for additions to existing homes on back lots or Bag lots <br />(of which there are approximately 120 in the City) may result in additional variance applications. <br />In these existing cases, it can be argued that a hardship would be created for the property owner <br />by imposing higher standards than are required of their neighbors who likely purchased their <br />properties in full knowledge of these neighborhoixl layouts. <br />For the above reasons, my recommendation would be that the dimensional standards for <br />lot area, lot width, and setbacks not anolv to existing lots . However, it may be prudent for <br />Planning Commission to further consider whether some of the access, screening, and accessory' <br />structure standards might be appropriately applied to existing lots. <br />Draft Recommendation to Council <br />Based on the September 8th memo and our discussions of September 14th. Planning <br />Commission is asked to confirm the following draft recommendation to Council regarding the <br />tlac lot issue. <br />1 Basic recommendation: <br />A.fhe classic "flag lot" should not be created henceforth, on lakeshore or non <br />lakeshore, and to do so should require a sariatKC
