1. <br />3. <br />Inclusion of the property at 1940 Shoreline Drive in the MUSA boundary is <br />necessary before said property can be allowed to connect to the municipal sewer. <br />Said property is located on the lakcshore ot Liike Minnetonka and contains a <br />single family residence with a failing septic system. Said property is <br />approximately 2.2 acres in area and includes wetlands, and therefore is not <br />further subdividable under the lot rei}uirements ot the LR-IA Zoning District. <br />A municipal sewer laterr.l exists approximately 20* from the property, requiring <br />no extension of the municipal sewer. The connection charge, SAC charge, and <br />connection costs to be borne by the property owner approximate the costs of <br />replacing the existing failing system with a fully conforming septic system. <br />Allowing the property to connect to municipal sewer will not be in conflict with <br />the goals and policies of the Orono Community Management Plan, in that no <br />extension of municipal sewer is required, no new high density development will <br />(Kcur as a result of the MUSA boundarv' expansion, and Uike Minnetonka will <br />be further protected by the elimination of a failing septic system located on a <br />lakcshore lot. <br />An additional 1.5 acre area adjacent to the property at 1940 Shoreline Drive <br />which includes railroad right-of-way, undeveloped City road right-of-way, and a <br />portion of privately owned wetland, and which is proposed for inclusion in the <br />MUSA, is included solely for the purpose of ease of mapping, and will not result <br />in further development. <br />Inclusion of the Orono Sewer Plant property within the MUSA is necessary for <br />the development of said property into as many as two 2 acre building sites, <br />because said property has been disturbed through its previous use as a Public <br />Works* materials storage site and therefore cannot sustain the necessary septic <br />systems to serve two single family residences. Further, said property is adjacent <br />to a gravity sewer trunk which discharges to MWCC Lilt Station No. 59, and <br />which therefore can connect to the sewer system without the need for extension <br />of ,he municipal sewer system. Said property is kKated on the lakcshore of <br />l-fcnch I^ke which is designated as natural environment by the Minnesota <br />Department t)l Natural Resources, and therefore requires special protection <br />including sewage system and construction setbacks of 150’ from the OIIW of the <br />lake, further restricting use of the site for development with on-site sewage <br />treatment systems Ihe propeny contains in e.xcess of 4 acres and can therefore <br />Paae 2 of 5
