A RESOLUTION INDICATING THE CITY OF ORONO*S <br />INTENT TO COMPLY WITH METROPOLITAN COUNCIL’S <br />"INTERIM STRATEGY TO REDUCE NONPOINT SOURCE <br />POLLUTION TO ALL METROPOLITAN WATER BODIES" <br />WHEREAS, the City of Oroiio has made application to Metropolitan Council for <br />an amendment to the boundary of the Metropolitan Urban Service Area; and <br />WHEREAS, Metropolitan Council has determined that said application shall be <br />considered as incomplete until such time that the City of Orooo cooq>lies with the ''Interim <br />Strategy to Reduce Nonpoint Source Pollution to All Metropolitan WaterBodies"; and <br />WHEREAS, the City CouncU of the City of Orono intends to comply with the <br />Interim Strategy". <br />NOW THEREFORE BE IT RESOLVED, by the City Council of Orono, <br />Minnesota <br />1.The City Council will immediately proceed with the public hearing and <br />review process to amend the Orono Community Management Plan <br />(Comprehensive Plan) by adding policy language indicating the City will <br />apply National Urban Runoff Program (NURP) standards to on-site water <br />retention facilities required of residential, commercial and indu^rial <br />development projects, and will apply Best Management Praetk-s for land <br />alteration projects. <br />The City Council hereby directs City staff to make an amended <br />Comprehensive Plan Amendment application to Metropolitan Council <br />which will include the above noted Comprehensive Plan language <br />additions <,s well as the previously proposed MUSA boundary amendment. <br />The City Council hereby indicates that the City will implement the use of <br />NURP sundards and Best Management Piactkes via zoning code and <br />subdivision code amendments no later than May 15. 1995. <br />Page 1 of 2
