Signs and other structures. <br />It is a misdemeanor for any person to place or maintain a sign, advertisement or other structure in any street <br />or the right-of-way of any city road. <br />(Code 1984, § 6.07(4)) <br />Sec. 18-6. Placing snow or ice in a roadway. <br />It is a misdemeanor for any person, not acting under a specific contract with the city or without special <br />permission from the city, to remove snow or ice from private property and place it in the roadway of any street or <br />private road. <br />(Code 1984, § 6.07(5)) <br />Sec. 18-7. Roadway tampering. <br />It is a misdemeanor for any person to deface, paint, mar, damage, or tamper with any structure, work, <br />material, equipment, tools, signs, markers, signals, paving, guardrails, drains or any other highway appurtenance <br />on or along any street, sidewalk or right-of-way, except as such work may be done by city employees acting within <br />the course or scope of their employment. This provision shall not apply to sidewalk maintenance and repair <br />activities under section 18-7, uniformly coloring concrete or other surfacing, or uniformly painted house numbers, <br />as such coloring may be approved by the city. <br />(Code 1984, § 6.12) <br />Sec. 18-8. Public sidewalk maintenance and repair. <br />(a)Primary responsibility.It is the primary responsibility of the owner of property upon which there is abutting <br />any public sidewalk to keep and maintain such sidewalk in safe and serviceable condition. <br />(b)Construction, reconstruction and repair specifications.All construction, reconstruction or repair of public <br />sidewalks shall be done in strict accordance with specifications on file in the city offices. <br />(Code 1984, § 6.16) <br />Sec. 18-8. Numbering of houses and buildings. <br />(a)Duty of owner or occupant. <br />(1)The owner or occupant of every occupied property and every house or other building shall place on <br />such building the proper street number as required by the building code. <br />(b)Assignment of numbers.The city shall assign numbers in accordance with the standard plan adopted by the <br />city and shall approve and assign all street names by action of the council. <br />(c)Unlawful act.It is a misdemeanor for any person to fail to comply with the provisions of subsection (a) of this <br />section or to post numbers other than the correct city-assigned numbers. If the property owner fails to <br />comply with the requirements of this section, the city may erect a sign adjacent to the street on which the <br />number is stated or affixed, and upon completion ascertain the cost and certify the cost to the county <br />auditor to be collected as any other special assessment. <br />8
