b -2-The proposed installation will be affixed to the ground. Unauthorized <br />persons will be discouraged from climbing the tower by installation of a <br />sheath 6 feet in length, at a height of 2 feet above the base of the tower <br />which would prohibit access to climbing braces. (Refer to figure 2.) * <br />BROADCAST INTSIFERSNCB <br />The Amateur Radio Service is governed by Part 97 of the Federal Communication <br />Commission Rules and Regulations. Under these regulations, interference <br />from any Amateur Radio station to the reception of domestic broadcast <br />services is prohibitted. The station operator is obligated to maintain his <br />equii»ent in good condition, and to resolve any interference conflicts <br />caused by his equipment. <br />The applicant has operated a radio station for fourteen years with no <br />complaints of interference. The broadcast raoio and television receivers <br />at this location will be monitored for any signs of spurious harmonics. <br />The surrounding neighbors will be periodically polled to be sure that they <br />are not experiencing any problems with harmful interference. <br />The area around this radio station has boon wired for cable television. <br />The coaxial cable used for this virtually eliminates the probability of <br />television interference. <br />SAFETY AND LIABILITY <br />In addition to a climbing sheath to be installed on the tower, the tower, <br />antennae, and persons are insured by a $100,000 home owner’s policy which <br />has been ammended to include property and public liability for damage by <br />structure. <br />AMATEUR RADIO <br />Effective radio communications are highly dependent on technical considerations <br />associated with antenna height* It is commonly agreed a ainjimim of 1/2 wave <br />length of antenna above ground is necessary for effective broadcast operation. <br />This equates to about 50*70 feet for the various ham operating frequencies. <br />(See FCC limited preemption statement.) Aside from structural considerations <br />the higher the better with 50 feet about minimum. <br />BIOGRAPHY <br />Mr. Anderson is an active advanced class ham operator with a technical back- <br />p>ound. He regularly takes part in such public service areas as "Sky Warn" <br />(amateur radio aid to Weather Service - Scott and Wright Counties), The Radio <br />Amateur emergency service network field day, which is field operational %rt.th <br />generators and batteries one weekend per year to test emergency preparedness. <br />(Our local club placed top in the 0 call area -six states- and 11th nationally <br />this year.) <br />Respectfully submitted <br />/ <br />DavidM.
