Mr. Gerhardson <br />informed me that the grading work done at 425 South Old Crystal Bay <br />Road had been maintenance of the existing drainageway and did not <br />require a permit. Our 1971 file air photos indicate the area was <br />not a retention basin then, which bears out the fact that this is <br />an historic drainageway. Mr Cook indicated that in his opinion, <br />the grading in itself, would likely not have the effect of signifi <br />cantly increasing the volume or velocity of flow through the culvert <br />onto your property. <br />A topographic investigation of the watershed draining through your <br />property indicates it is roughly 17 acres in area. The relatively <br />steep slopes and clayey soils throughout this area would tend to <br />create a naturally speedy runoff. <br />Both Glenn and John were of the opinion, and I concur, that the <br />ponding effect you are getting is most likely a result of the "trapped" <br />basin behind your house. The water level has to raise to a certain <br />level before it overflows across into Marier's property and to the <br />southeast. There may be an old agricultural drain tile in this low <br />spot that has plugged up or broken, which could also be slowing the <br />drainage. We know there was a 12" diameter (approximately) draintile <br />found during construction of the home at the end of White Oak Circle. <br />A tile system may indeed extend into your property. Air photos show <br />this property has been under cultivation previously. <br />I am afraid I do not have a quick and easy solution for your ponding <br />problem. You might consider creating a swale across the hump between <br />your property and Marier's so that water does not stand in your back <br />yard.
