Specifically, the City Administrator <br />asked the following three questions: <br />1.If the subdivision meets all of the minimum zoning and <br />subdivision requirements, does the City have the <br />authority to require such things as fronting onto <br />another street, a different lot shaped etc? <br />2.Can the City grant more variances than originally <br />requested in order to facilitate a subdivision plan in <br />line with the City's comprehensive plan? <br />3.Can the City, short of an official map, design streets <br />to go through several proposed subdivisions or <br />prospective subdivisions? <br />ANALYSIS: <br />In order to protect and promote the public health, safety <br />and general welfare, sound orderly development, and the adequate <br />provision of public services, Minnesota Statutes §462.358 grants <br />municipalities the authority to adopt subdivision regulations <br />establishing standards, requirements and procedures for the review <br />and approval or disapproval of subdivisions. The regulations may <br />contain differentiating provisions applicable to different classes <br />of subdivisions, but must be uniform for each class or kind of <br />subdivision. <br />. i
