^4. »* • *i <br />■Si R' <br />‘i:rTir <br />IIINOTES OF THE REGULAR ORONO COUNCIL MEETING HELD APRIL 28, 1988 <br />ADMINISTRATOR'S REPORT: <br />VANBECKHOUT - SBPTIC/SEHER <br />City Administrator Bernhardson explained the reques <br />from Mr. Charles VanEeckhout. Mr. VanEeckhout owns <br />3.75 acre parcel north of Long Lake on North Brown Roa' <br />and had inquired about the possibility of hooking up ti <br />Long Lake sewer back in February, at which time staf <br />told him it was the City's policy not to allow sewe <br />hook-up if septic was available. Based on research don< <br />by Mr. VanEeckhout, he feels that septic is not a viabl <br />possibility for that property and again request <br />consideration of sewer hook-up. <br />Mr. Charles VanEeckhout was present for this matter ani <br />stated that based on Steve Schirmers* evaluation it is <br />very undesirable site for an on-site disposal system <br />The system would have to be upstream from the hous <br />creating a pumping problem, and perc tests revealed ver; <br />bad soil. He stated that it was a very difficult sit <br />and would probably require some variances even with <br />mound system. He feels the most feasible solution is b <br />hook-up to the sewer system. <br />Assistant Zoning Administrator Gaffron noted that thi <br />^ was in fact a questionable site and recommends furthe <br />testing. <br />City Administrator Bernhardson noted the differences i: <br />this request and the Stebbins request* and that if thi <br />request were approved staff would recommend the propert; <br />stay at the same density. He stated that he did no <br />feel that whether it was an Orono or Long lake unit wa; <br />not a substantial issue. <br />•• . CounciImember Frahm voiced concerns regarding the Cit; <br />protecting itself from the possibilities of a futur <br />subdivision of that property. However, he was no <br />comfortable with putting an on-site system on thi <br />lakeshore property if it is questionable. <br />It was moved by CounciImember Grabek, seconded b; <br />CounciImember Frahm, to instruct staff to contact Lon* <br />Lake requesting one sewer unit and if they t re denie <br />that further analysis for a mound system would have t <br />be done.
