41886.8 ’ / P <br />TO:Mayor and City Council APR 2 81986 <br />FROM: <br />DATE: <br />Mark Bernhardson, City Administrator <br />April 18r 1986 <br />eST¥ OF OSONQ <br />SUBJECT: Brian Fulmer - "Dog House", 3507 Wayzata Boulevard <br />INTRODUCTION - As you may recall Mr. Fulmer has been in <br />aFreTTdVnce at our Highway 12 corridor study meetings with two <br />issues that relate to the development of this property that was <br />approve<3 back in July 1984. These issues are as follows: <br />Septic/Sewer - Following approval of the conditional use <br />permit it was determined that the site is not able to <br />have a septic system on it that would accomodate the <br />commercial development that has been approved. <br />Therefore he is exploring the possibility of being able <br />to sewer the property through the new Maple Plain-Long <br />Lake interceptor line. It has been determined that it <br />is technically feasible and in order for Mr. Fulmer to <br />stay on the property he feels he will need to sewer the <br />property. <br />Zoning/Conditional Use - An issue Mr. Fulmer has alluded <br />Fo Is the fact that the zoning, in that its a <br />residentiaJL property with a conditional use permit to <br />allow the bog House Kennels, has been problematic in <br />getting financing. It’s my understanding that this is <br />no longer a significant issue. <br />Additionally as you may be aware there was a significant <br />fire in the house/residence of Mr. Fulmer 3 weeks ago <br />and there has been significant damage to it. He is <br />presently living in the mobile facility that was <br />approved by the Council at their April 14, 1986 meeting. <br />Mr. Ful-t^er is at a decision point in which he needs to determine <br />what h^ will do with this facility. <br />1. SEWER HOOKUP - If the City allows Mr. Fulmer to <br />hookup to the sewer and MWCC concurs he will then go <br />ahead and get a contractor to repair his house this year <br />and go ahead with plans this year and next year to <br />construct the commercial building that was previously <br />approved. (The City may need to review those <br />approvals). <br />2. NO SEWER HOOKUP - If the City declines to approve <br />the hookup of this facility to the sewer Mr. Fulmer <br />feels he will need to move to a different site in order <br />to develop his business. <br />i <br />I
