Planning Commission Action <br />a) If denied refer to your variance and CUP sections for the <br />necessary findings. <br />b) If approved consider the following findings: <br />1. The proposed use is consistent with the intent of the RS <br />District and Orono Comprehensive Plan. <br />2. The proposed use satisfies all standards of the RS <br />District except for the required area of five acres and <br />Planning Commission recommends an area variance based on the <br />following findings; <br />Refer to memo of 3/12/86 <br />3. The proposed level of use is compatible with other Day <br />Use Recreation facilities within other areas of the RS <br />District. <br />Approval is subject to the following conditions: <br />1. Recreation area must be operated per guidelines and standards <br />setforth in Section 10.31 Subdivision 3(c) and all other <br />pertinent standards of the RS District. <br />2. User level shall be limited to 53 based on user to area <br />ratio [1 acre per 20 users, 2.65 acres = 53 users]. <br />f <br />3. Applicant must submit copy of Commodore Club rules and <br />guidelines for use of Deering Island. Rules must specify how <br />club members "sign up" for use of island. Who controls? - Have <br />base in Excelsior or island attendant? <br />4. Provide following security measures: <br />a) slip for Water Patrol and keyed phone <br />b) signage and security lights <br />c) install physical barriers to control use of slips at night <br />d) provide night security person for first year - summer <br />season <br />5. The conditional use permit must be renewed annually until <br />Council advises otherwise, with joint use dock permit each <br />spring.
