L <br />MINUTES OF THE REGLT.AR ORONO COUNCIL MEETING <br />HELD SEITEMBER 13, 1993 <br />(•#6) #1844 KEN HOPKINS, 65/75 FERNDALE ROAD - SUBDIVISION OF A LOT <br />LINE REARRANGEMENT - RESOLUTION #3319 <br />It was moved by Jabbour, seconded by Goetten, to adopt Resolution #3319 for applicant Ken <br />Hopkins granting a lot line rearrangement for the properties located at 65/75 Femdale Green. <br />Ayes 4, nays 0. <br />(#7) #1846 ALAN AND LESLEE UPIN, 740 TONKAWA ROAD - VARIANCES - <br />RESOLUTION #3320 <br />Mr. and Mrs. Upin were present. Mabusth explained the applicants propose the removal of a <br />19’ X 21’ concrete patio and the replacement of a 12’ x 19 ” screen porch addition. The <br />planning Commission agreed unanimously upon removals of a brick patio area, a former dog <br />run and a landscape area underlain with plastic. There are drainage concerns which is why a <br />portion of landscape area und ,rlain with plastic has remained. There will be a final reduction <br />of hardcover in the 75-250’ zone (rom 48% to 45.2%. There is an average lakeshore setback <br />encroachment as well as excess hardcover in the 0-75’ setback area. The lot has severe slopes <br />with a steep lakeshore bank. <br />Callahan asked the Upins if information in the packet was correct and the resolution satisfactory <br />The Upins confumed the information to be correct and agreed with the resolution. <br />Jabbour noted a garage had been added recently. Mabusth stated there was no record of the <br />addition and the Upins were new owners. <br />It was moved by Mayor Callahan, seconded by Jabbour, to approve Resolution #3320 as <br />proposed for applicants Alan and Lcslee Upin, 740 Tonkawa Road, to permit the construction <br />of a 12’ X 19’ attached screen porch to the lakeside of the existing residence to be located 5’ in <br />front of the average lakeshore setback line, 65’ from the shoreline requiring a 10* or 13.3% <br />setback variance, hardcover variance in the 0-75’ setback area of 438 s.f. or 7.7% and a 2,064.7 <br />s.f. or 20% variance in the 75-250’ setback area. Ayes 4. nays 0. <br />Goetten expressed concern over the excessive hardcover in tlic 75-250’ zone. There is 48% <br />hardcover where only 25% is allowed. She questioned if more could be removed since a 3% <br />reduction is not a whole lot. Jabbour and Goetten looked at bituminous removals. Mayor <br />Callahan noted there appears to be only a sufficient amount of bituminous to maneuver out of <br />the garage. Mrs. Upin added that they have proposed all removals they possibly can.
