MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD SEPTEMBER 13, 1993 <br />PUBLIC COMMENTS - CONT. <br />O’Meara asked again for a decision regarding sewer in the Webber Hills area. Mayor Callahan <br />pointed out that it will be a slow process to decide which, if any, "hot spots" will be sewered. <br />Jabbour added that these areas will be reevaluated periodically. Orono has a very limited <br />number of sewer units available for use. Kelley added that Mike Gaffron is knowledgeable in <br />this area and could talk with her if she has any further questions. <br />ZONING ADMINISTRATOR’S REPORT <br />(#4) #1803 WOODHILL COUNTRY CLUB, 200 WOODHILL ROAD <br />This item was discussed prior to Planning Commission Comments. <br />(#5) #1829 DIANE SIEFF, 1080 WILDHURST TRAIL - VARIANCES <br />The applicant, Diane Sieff, and her son Gerald were present. <br />Mabusth explained that the applicants rebuilt the decks in 1991. They did not expand upon the <br />deck to the lakeside or the south, but a deck that was originally about 6’ x 20 ’ was expanded <br />an additional 8 ’ resulting in 160 s.f. of additional hardcover in the 75-250 ’ setback area where <br />excesses already exist. The structures were improved without building permits and met the <br />required setbacks. The proposed addition to the deck at the northwest comer meets the requited <br />10’ side yard setback. The issue is hardcover for this variance review. The applicant hM <br />proposed, in exchange for 160 s.f. of additiona! structural hardcover, to remove 84.4 s.f. of <br />structural hardcover in the 0-75 ’ area and approximately 331 s.f. of non-structural hardcover <br />consisting of rock with plastic and concrete paven within the street yard. The Planning <br />Commission was unable to affect a decision with a 2-2 vote. This application b brought to <br />Council for their consideration and final action. <br />Callahan noted that when the Plaruiii^ Conunisskm suggested removal of some hardcover in the <br />driveway, they were told the next door neighbor used the driveway so portions of the paved area <br />could not be removed. <br />Sieff asked if a letter had been received from the neighbor. Mayor Callahan confirmed that a <br />copy of the letter was included with the packet information. <br />Jabbour emphasized the philosophy of the Council not to replace non-structural hardcover with <br />structural haidcover. He views non-structural hardcover as non-conforming, illegal structures.
