This delay has <br />been caused by a number of project related issues. <br />This project was submitted in the Safety Improvement Program and was ranked <br />number 44 on a statewide ranking by bencfit/cost (B/C). Based on the B/C ratio the <br />project was scheduled for 1989 construction. <br />Tlie project that was originally programmed was a two-way continuous left turn lane <br />from Willow Drive to County State Aid Highway (CSAH) 146 in Long Lake and Orono <br />at a cost of $500,000. Through the preliminary design process, however, there were <br />several changes to the scope of the project including the addition of a signal at <br />Willow Drive. These project additions changed the project from a simple two-way left <br />turn lane to a fuii channelization anu signal installat'on project at a cost of $1,050,000 <br />requiring more time for dc. gn and the purcha'^e of right-of-way. <br />The final design process for the project started in the spring of 1990. During final design <br />there were problems obtaining survey and utility data for the area, and there were <br />additional design changes. There was also difficulty resolving cost participation and <br />funding splits with the cities. Once the survey data was obtained and the design issues <br />were resolved the construction limits for the project were set. Our records show thul this <br />information was complete in the spring of 1992. <br />It was necessary to set construction limits before acquiring right-of-way. The right-of-way <br />acquisition process is a two to three year process and sometimes longer if there are any <br />special problems with individual properties. Due to the time required for acquiring <br />right-of-way it was again necessary to adjust the project letting date (currently 10-28-94). <br />An Equal Oppormnirv Employer
