TO;
FROM:
DATK:
SUBJECT;
Mayor and City Council
Ron Moorse, City Administrator
September 9, 1993
S
%
%
ftâ– ;
''h
%
Moratorium on the Required Upgrade
Conforming Septic Systems
of Certain Non-
At ius August 23rd i..eeting the City Council established a
moratorium on the enforcement of City ordinances requiring the
upgrade of septic systems that are non-conforming due to the "3'
separation' requirement. I have attached an ordinance establishing
the mc*-atorium for Council approval. The moratorium extends to
March 13, 1994 to provide a six month period to address a number of
complex issues related to the impact of the current septic
regulations.
I have also attached a report providing information on a
preliminary analysis of current septic systems and potential areas
where the provision of sewer may be preferable to upgrading the
septic systems.
Potential issues to be addressed during the six month moratorium
are as follows:
1.Review whether the provision of sewer may be preferable
to upgrading septic systems in areas where it appears a
large percentage of systems will need to be upgraded.
Review i*ow the provision of sewer to some ruial areas may
impact the City's Comprehensive Plan.
3 .Determine the magnitude of the total cost of upgrading
the number of septic systems it appears will be found to
be non-conforming.
4 .Review whether the City should provide any type of
fiiitUicial assistance in relation to the septic upgrades.
Review whether to revise the septic code as it relates to
requirements for systems that do not meet the 3
separation requirement.
