I have attached an ordinance establishing <br />the mc*-atorium for Council approval. The moratorium extends to <br />March 13, 1994 to provide a six month period to address a number of <br />complex issues related to the impact of the current septic <br />regulations. <br />I have also attached a report providing information on a <br />preliminary analysis of current septic systems and potential areas <br />where the provision of sewer may be preferable to upgrading the <br />septic systems. <br />Potential issues to be addressed during the six month moratorium <br />are as follows: <br />1.Review whether the provision of sewer may be preferable <br />to upgrading septic systems in areas where it appears a <br />large percentage of systems will need to be upgraded. <br />Review i*ow the provision of sewer to some ruial areas may <br />impact the City's Comprehensive Plan. <br />3 .Determine the magnitude of the total cost of upgrading <br />the number of septic systems it appears will be found to <br />be non-conforming. <br />4 .Review whether the City should provide any type of <br />fiiitUicial assistance in relation to the septic upgrades. <br />Review whether to revise the septic code as it relates to <br />requirements for systems that do not meet the 3 <br />separation requirement.
