TO: <br />FROM: <br />DATE: <br />Mayor Callahan and Orono CounciImembers <br />Ron Moorse, City Administrator f\J <br />/ <br />September 9, 1993 <br />SUBJECT: 1994 Proposed Budget <br />The 1994 Budget proposal reflects an effort to control costs <br />through a number of cost reduction initiatives with the 9oal of <br />limiting the expenditure increase in the General Fund to a minimum <br />emou: t. This is a difficult task given that there are a number of <br />expenditure items that are not discretionary for the City that have <br />increased substantially. <br />The exoenditures in the general fund have increased from <br />$3,132,572.00 to $3,215,090.00 for an increase of $82,518,000 or <br />2.63% over 1993. The tax levy required to fund the overall budget <br />including the general fund, sere and water fund deot and the <br />building bond debt has increased from $1,779,222.00 to <br />$1,867,703.00 for an increase of $88,481.00 or 5% over 1993. <br />The major expenditure and revenue items reflected in the 1994 <br />proposed budget are as follows: <br />1. General fund budget <br />A. General fund expenditures <br />(1) Fire equipment fund funding level <br />Historically Orono has been setting aside <br />approximately $22,000.00 per year in a fire <br />equipment fund. In 1993 this amount was increased <br />to $30,000.00 due to the significant reduction int <br />he Long Lake fire service operating budget. The <br />1994 fire budget reflects a $20,000.00 contribution <br />to the fire equipment fund. This amount reflects <br />an offor I to somewhat l imit the increase in the <br />tire budget while absorbing a significant increase <br />in the Long Laxe fire service operating budget. <br />(2)Elimination of the K-9 program. The elimination of <br />the K-9 program enables an expenditure reduction of <br />$18,000 from the 1993 budget. In addition, the <br />$11,500 expense of training a new K-9 officer and a <br />new dog is avoided. Also, because the City would <br />no longer be required to pay 1/2 hour of comp time <br />per day to the K-9 officer for care of the dog, an <br />additional 22 eight-hour shifts of patrol officer <br />time becomes available to the departmen
