Zoninp File #1852 <br />August 13, 1993 <br />Page 2 <br />Additional Inforniatlon to Assist Members in Their Review of the Application <br />A. 10 cubic yards = 1 dump truck load <br />B. 20.000 cubic yards of fill placed in a 12-acre area produces 1’ of vertical rise. <br />Total 100,000 cubic yards would result in 5' vertical rise. <br />History of Property <br />Mr. Eisinger purchased the property in 1955 and in 1958 through 1970 operated a <br />.sanitary landfill (received garbage and refuse). The applicant obtained an annual license from <br />the City each year of operation. In 1974 the applicant applied for a demolition landfill license <br />from the City but was denied. Applicant estimates that there was anywhere from 6" - 8" to <br />appro.ximately 2’ of fill over the former dump prior to recent filling projects. It was applicant ’s <br />former practice when operating dump to place 6" - 8" of clean fill over new dump areas. <br />Review of Application <br />Applicant received approval for a total of 100.000 cubic yards in the original conditional <br />use pennit. A major concern during that review was the potential impact on adjacent wetlands. <br />The Engineer was concerned that the additional load on the site could force organic materials <br />to move out causing a rise in the marsh area outside the till site. Review E.xhibit K. Braun <br />Engineering provided a report during the first review noting tliat there would be slight risk of <br />shear failure if 5’ of soil would be placed above the top of the existing landfill. This report was <br />based on fill being limited to l(X),(XX) cubic yards. The current proposal seeks approval of an <br />additional 70.(XX) cubic yards as 30.000 cubic yards have already l>een either received or will <br />be received within the ne.xt few nionllis. Review E.xhibit G. Gustafson's report notes that it <br />additional fill over the total 100.000 cubic yards is to be requested by applicant in the future that <br />a geotechnical study of the area be submitted w ith application. Please note that the original CUP <br />of 1987 sought approval of 200.000 cubic yards and w as held to 100.(XK) cubic yards based on <br />the technical facts provided for that review. <br />Applicant must provide updated juTuiits lor the tilling ol an additional 70.000 cubic <br />yards. It should be noted that the DNR and Hennepin County Conservation District will not <br />require review or permits as applicant will not be tilling wetlands. Applicant will have to <br />provide updated review and approvals trom the .Minnesota Pollution Control Agency, Hennepin <br />County Department of Environment and Engineering, and the Minnehaha ( reek Watershed <br />District. <br />Staff nt)ted in the Minneh.iha Creek Watershed District’s review of the most current CUP <br />that a gt,iding plan and erosion control detail were submitted in May of 93. The City would <br />request copies of the plans.
