Tlie fill material shall come from a joint project between the Minnehaha Creek Watershed <br />District and City of Way/.ata. The project is referred to as the Gleason Creek Improvement - <br />Basic Water Management Project involving the excavation of two large ponds and sediment <br />basins to reduce flooding in tne City of Wayzata. G. L. Contracting. Inc. of Medina will be <br />in charge of the fill project. <br />In Jure of 1987, the City approved a conditional use permit to permit the filling of <br />100.000 cubic yards of fill over the former dump site at approximately 12 acres in area. The <br />fill was never received under the authority of the permit that eventually expired. In April of <br />1992. the City issued a second conditional use permit to allow filling of 10.000 cubic yards of <br />fill which was completed. In October of 1992. the City approved a tliird conditional use pennit <br />allowing 20,000 cubic yards of fill. The current application of *^0.000 cubic yards will result <br />in a total of 100,0(X) cubic yards, the amount originally approved in the 1987 pennit. <br />The Planning Commission unanimously approved the current cimditional use permit based <br />on all appropriate conditions set forth in the fomier approval resolutions. Planning Commission <br />members also included the recent comments included in the Engineerreport ot .August 6, 1993, <br />Fixhibit G as follows: <br />1. Total fill for this property should not exceed 100.000 cubic yards unless a <br />geotechnical study of the area is submiMed by the applicant. <br />2. If there is a future request for additional tiM. it is i*ecommended that the City <br />should al>o consider the aesthetic impact upon the area as the 12 acre fill site <br />extends well above the surrounding wetland elevations at 972 (982 approximate <br />elevation of former dump site, 987 final elevation iipitn receipt of the 100.000 <br />cubic vards of fill). <br />3 Prior to filling and grading under the current 70.CMX) cubic yards of till <br />application, tne - ity must be in receipt of copies ot updated permits trom <br />.Minnehaha Creek Watershed District, .Minnesota Pollution Control Agency, and <br />Hennepin County Department of Environment and Engineering.
