Tlie fill material shall come from a joint project between the Minnehaha Creek Watershed District and City of Way/.ata. The project is referred to as the Gleason Creek Improvement - Basic Water Management Project involving the excavation of two large ponds and sediment basins to reduce flooding in tne City of Wayzata. G. L. Contracting. Inc. of Medina will be in charge of the fill project. In Jure of 1987, the City approved a conditional use permit to permit the filling of 100.000 cubic yards of fill over the former dump site at approximately 12 acres in area. The fill was never received under the authority of the permit that eventually expired. In April of 1992. the City issued a second conditional use permit to allow filling of 10.000 cubic yards of fill which was completed. In October of 1992. the City approved a tliird conditional use pennit allowing 20,000 cubic yards of fill. The current application of *^0.000 cubic yards will result in a total of 100,0(X) cubic yards, the amount originally approved in the 1987 pennit. The Planning Commission unanimously approved the current cimditional use permit based on all appropriate conditions set forth in the fomier approval resolutions. Planning Commission members also included the recent comments included in the Engineerreport ot .August 6, 1993, Fixhibit G as follows: 1. Total fill for this property should not exceed 100.000 cubic yards unless a geotechnical study of the area is submiMed by the applicant. 2. If there is a future request for additional tiM. it is i*ecommended that the City should al>o consider the aesthetic impact upon the area as the 12 acre fill site extends well above the surrounding wetland elevations at 972 (982 approximate elevation of former dump site, 987 final elevation iipitn receipt of the 100.000 cubic vards of fill). 3 Prior to filling and grading under the current 70.CMX) cubic yards of till application, tne - ity must be in receipt of copies ot updated permits trom .Minnehaha Creek Watershed District, .Minnesota Pollution Control Agency, and Hennepin County Department of Environment and Engineering.
