Date: <br />To: <br />From: <br />Subject: <br />August 12, -1993 <br />Ron Moorse, City Administrator COUNCIL . <br />for City Council // ( <br />AUG . 0 <br />Steve Sullivan, Chief of Police ^ <br />CITYOFORO k JSchool Liaison Officer <br />Several months ago, I asked the Council to appoint a <br />representative to a needs assessment committee to see if a school <br />Liaison officer program would be a good idea for Orono. The <br />purpose was to see what job tasks could be done by this officer <br />and how many hours a week would be appropriate for this position. <br />The city council decided to table the discussion without <br />participating in a needs assessment ad hoc committee. <br />I still feel there is a potential need for a school Liaison <br />officer program. Although I have not met with Mr. Mich since the <br />last time our council discussed this matter, I believe that the <br />school district would be willing to fund part of this program. If <br />the prograun is part-time (4 hours per day, for example) the <br />school district might even pay all of the costs. <br />I believe that we could provide a school Liaison officer for <br />approximately four hours per day using the existing 15 officer <br />department staff. We would not have to hire an additional officer <br />or expend additional funds. We could use one of our current <br />officers and the school district would compensate us for all, or <br />at least some, of the hours that he worked as a Liaison officer. <br />The best reason to establish this program is to develop a <br />better relationship with the youth of the community and to serve <br />as a positive role model to prevent some juvenile delinquency <br />problems. A second reason is to enhance the working relationship <br />we have with the school staff so that we can investigate juvenile <br />problems more effectively. But, another benefit would be that <br />the school district may pay part of the salary for one of our <br />current officers if we assign that officer as a part-time school <br />Liaison officer. <br />It is my suggestion that the council and staff discuss the <br />general concepts of a school liaison program and a cooperative <br />financial arrangement with the school district for the program to <br />determine whether the city wamts to initiate a process of <br />reviev/ing the program in more depth.
