Environment Committee, Chaii Hun <br />Hurr reported there was no nice tine this month. <br />1) Draft Proposal to contract for environmental planning, <br />implementation services. <br />The executive director distributed a draft Contract Service <br />Action Plan dated 7/26/9.1 from the Environment Committee, as well <br />as a draft action plan prepared by Dick Osgood, dated ./12/93. to <br />accomplish environmental protection objectives of the Management <br />Plan. <br />MOTION: Hurr moved. Penn seconded, to approve an iridependent <br />contractor agreement between the District and Dick Osgood, Eco­ <br />system Strategies, to engage Osgood to implement an action plan <br />to accomplish environmental protection objectives in the Manage­ <br />ment Plan for Lake Minnetonka as introduced in the District’s <br />outline dated 7/26/93 and the contractor’s outline dated 7/12/>3. <br />DISCUSSION: The executive director said there are more than <br />sufficient funds in the 1993 budget and the balance will be <br />carried forward to 1994. Rascop asked that the LMCD auditor <br />comment on the propriety of that action. <br />Penn said he has worked with Osgood on the EWM Task Force <br />and finds him very competent. <br />Grathwol had questions from the Excelsior City Council <br />regarding the budget for this -Wan. He wondered if the Coard <br />will get an overview of the work to be accomplished on an ongoing <br />basis. It appears to him that there is no termination date on <br />the contract. Hurr said there will be an evaluation after Phase <br />Grathwol asked if the committee had looked at funding the <br />plan in any other way. He suggested the Minnehaha Creek Water­ <br />shed District, the Pollution Control Agency or the Hennepin <br />Conservation District. Hurr said the committee could not see <br />those agencies participating with funding in the District s plan. <br />The executive director said this program is like seed money <br />get investment from the lead agencies to implement their portion <br />of the objectives in the Management Plan. <br />Babcock would like to have a presentation every three to <br />four months so a report can be made back to the cities. <br />said all cities are copicil on the minutes, and invited to th'.* <br />meetings. There will be continual updating througli the executive <br />director. Johnstone said this is exactly what the Distiic <br />should be doing. He suggested looking for other sources o <br />funding. . . , <br />Grathwol said it is important that the District keep coinii - <br />ni eating with the cities. That is one of the most important <br />things on the agenda. Hurr suggested having Osgood give an <br />update at the next Mayors’ meeting. The executive director said <br />the cities have been included in all Environment Committee mail­ <br />ings.
