TO: Orono Mayor and City CounciImembers <br />Ron Moorse# Orono City Administrator <br />FROM: Rolf Erickson, Orono City Assessor 473-1844 <br />DATE: August 12, 1993 <br />RE: Factors considered to arrive at 1994 Assessment Proposal <br />When calculating the amount to charge a city for an assessment <br />contract I multiply the gross number of parcels in the city times a <br />parcel rate based on the following factors. <br />1. The total number of parcels in the city. <br />2. The number and value of each property type. <br />3. The number of building permits and partially completed structures <br />from the previous assessment. <br />4. The expected number of property reviews needed. <br />5. The expected number of phone inquiries. <br />6. The number of sales in the city. <br />7. Number of court cases, divisions and abatements expected. <br />8. Changes in state law. <br />On a gross basis, assessment rates per parcel vary $10.00 per <br />parcel to over $25.00 per parcel in Hennepin County. Rate comparison <br />is difficult because some cities and the Hennepin Conty Assessor s <br />Office include clerical workers or other factors in parts of their <br />budgets other than assessing. Independent contractors also have <br />different agreements with cities. <br />Of the cities that I assess, Orono is the most complex and Maple Plain <br />is the least complex. The following comparison illustrates the <br />differences to consider when comparing rates. In my <br />opinion J^e“lty of Orono is the most difficult city of its size and <br />popuU?on, in Minnesota, to assess. This is why the rate is the <br />highest of the cities that I contract with. <br />I will attend the council meeting on August 23rd to answer any further <br />questions that you may have.
