f. Any other inforipation pertinent <br />to the particular project which in the opinion of the <br />applicant is necessary for the review of the project. <br />Subd. 7. Plan Review Procedure. <br />A. Process. Storm water management plans <br />involving the normal and customary grading in the area of an <br />existing or a newly constructed building, or the grading of <br />the driveway serving such building, or any movement under 100 <br />cubic yards which does not adversely impact the existing <br />drainage, shall be reviewed and approved by the Building <br />Inspector at the time of issuance of the building or grading <br />permit, provided that the storm water management plan <br />submitted is in accordance with the standards of Subdivision <br />8. All storm water management plans submitted for <br />subdivisions, any unusual land alterations as defined in <br />Section 10.03, Subd. 21, and all other land disturbing <br />activities involving more than 100 cubic yards of earth <br />movement shall be referred by the Zoning Administrator to the <br />Planning Commission and the Council for action in accordance <br />with this chapter. <br />B. Duration. Approval of a plan submitted <br />under the provisions of this ordinance shall expire one year <br />after the date of approval unless construction has commenced <br />in accordance with the plan. However, if prior to the <br />ej 'ration of the approval, the applicant makes a written <br />re. est to the Zoning Administrator for an extension of time <br />to commence construction setting forth the reasons for the <br />requested extension, the Zoning Administrator may grant one <br />extension of not greater than one single year. Receipt of any <br />request for an extension shall be acknowledged by the Zoning <br />Administrator within 15 days. The Zoning Administrator shall <br />make a decision on the extension within 30 days of receipt. <br />Any plan may be revised in the same manner as originally <br />approved. <br />C. Conditions. A storm water management plan <br />may be approved subject to compliance with conditions <br />reasonable and necessary to insure that the requirements <br />contained in this ordinance are met. Such conditions may, <br />among other matters, limit the size, kind or character of the <br />proposed development, require the construction of structures, <br />drainage facilities, storage basins and other facilities, <br />require replacement of vegetation, establish required <br />monitoring procedures, stage the work over time, require <br />alteration of the site design to insure buffering, and require <br />the conveyance to the City of Orono or other public entity of <br />certain lands or interests therein. <br />4 <br />A
