Interim Slonn Water Ordinance <br />August 6, 1993 <br />Page 8 <br />requirement can be dealt with by staff working with the property owner or developer without <br />the need for coasultant expenditures. <br />Many of the approval standards in Subdivision 8 clearly will apply only to new <br />subdivisions. J we think it will be much easier for developers to comply with a set of known <br />standards and for staff to be able to discuss such standards intelligently, rather than relying <br />solely on the City Engineer to define and relate what the City ’s storm water control requirements <br />are. <br />Subdivision 8 (H) Items 1-9, are the NURP standards for design of storm water <br />detention facilities. The significant difference from what we have seen developed in past <br />subdivisions is that an average permanent pool depth of 4-10’ will be the norm, rather than <br />storm water ponds that drain dry a few days after a rainfall event. This is no guarantee that the <br />NURP pond will always contain water, but its outlet will be set significantly above the bottom <br />of the pond, the purpose being to retain sediment that settles out of the detained runoff <br />Subdivision 8 (I), regarding wetlands, in Item 1 indicates that runoff shall not be <br />discharged directly into wetlands without presettlement. This is in line with the change in <br />thinking regarding wetland values that has occurred over the last 20 years. Recall that in the <br />early 1970’s, state of the art storm water management was to run storm water into the wetlands <br />rather than directly into the lake via storm sewers. Gradually this has evolved into what is a <br />generally accepted philosophy that untreated runoff has a negative impact on wetlands, and <br />therefore should be treated before it gets into the wetlands. Instead ot using the wetlands as our <br />storm water settling basins, we must start protecting them from the influent sediment. <br />Item 3 of Subdivision 8 (I) requires replacement of wetlands that are to be drained or <br />filled.
