Planning & Zoning Administrator <br />DATE:August 3, 1993 <br />SUBJECT: Interim Storm Water Ordinance - Information Packet <br />Attached is the information packet which will be distributed to the Planning Commission the <br />week of August 9th for their August 18th public hearing regarding the interim storm water <br />ordinance. <br />The initial draft with my early comments has been revised to address some of the early <br />concerns; <br />Levels of review matching our current practice have been suggested, so that the <br />Council will not have to review storm water plans for every building permit or <br />grading permit. Council and Planning Comr.io.>ion review would generally only <br />be necessary for subdivision approval, commercial site plan review, or variance <br />requests. <br />The definitions section has been pared down to include only those definitions not <br />covered elsewhere in the code. The detinitions of floodway, public water, <br />regional flood, and wetlands will be revised in the chapters in which they <br />currently appear. <br />It is important to note that the required submittals for a storm water management plan for <br />.subdivisions and gradin2 projects requiring a CUP, are no more detailed nor extensive than we <br />have been requiring for some time, ^he level of detail tor individual residence con.struction and <br />smaller grading projects is in stafPs opinion not overwhelming but often essential to determine <br />the impact of a proposal. <br />While most storm water management j ms submitted for individual residence project.s will <br />continue to be handled by in-house stall, occasionally review by the City Engineer will be <br />required as it i.s today. Staff would develop a short application form and submittal checklist to <br />assist applicants in providing the appropriate and necessary inlormation. <br />I realize that the degree of detail encompassed m this proposed ordinance may be much greater <br />than Council anticipated from Met Council’s "directive" that we adopt NURP standards and <br />_____ _ __• _!__ ______ nf theBMP’s. The memo to Planning Commission attempts to address some of the nuances of the <br />ordinance and the potential impacts it will have on stalf and consulting man-hours as well as <br />financial impact on our residents. Your comments and direction early on and throughout the <br />review process will help ensure we end up with an interim storm water ordinance we can all live <br />with. <br />ch <br />J
